根據(jù)2024年11月8日通過并將于2025年6月1日起施行的《中華人民共和國學(xué)前教育法》，學(xué)前教育是指由幼兒園等學(xué)前教育機(jī)構(gòu)對(duì)三周歲到入小學(xué)前的兒童實(shí)施的保育和教育。

2025年3月5日，國務(wù)院總理李強(qiáng)在政府工作報(bào)告中提出，要逐步推行免費(fèi)學(xué)前教育。作為基礎(chǔ)教育的起點(diǎn)，學(xué)前教育關(guān)乎千家萬戶的切身利益。2025年1月印發(fā)的《教育強(qiáng)國建設(shè)規(guī)劃綱要（2024—2035年）》明確“探索逐步擴(kuò)大免費(fèi)教育范圍”?！吨腥A人民共和國學(xué)前教育法》規(guī)定，“有條件的地方逐步推進(jìn)實(shí)施免費(fèi)學(xué)前教育，降低家庭保育教育成本”。

教育部數(shù)據(jù)顯示，2023年全國幼兒園數(shù)為27.4萬所，在園幼兒數(shù)4093萬人，學(xué)前三年毛入園率91.1%，比2012年提高26.6個(gè)百分點(diǎn)，達(dá)到世界高收入國家平均水平。逐步推行免費(fèi)學(xué)前教育，有望惠及上千萬家庭。
